Please be advised that the IARPA Contracting Office is operating at a reduced capacity due to COVID-19. Please copy our group email, dni-iarpa-contracts@iarpa.gov, on all of your correspondence in addition to your primary contracting officer.

We acknowledge that contract performance, performance schedules, and deliverable due dates may be impacted due to COVID-19 facility closures, quarantines, and other mandated work restrictions. At this time, we are prioritizing actions that will keep contracts active so that funding is available for work that can be performed (e.g., option exercises, incremental funding, no-cost extensions, etc.)

We will not know the full impact and length of the pandemic for several weeks. Therefore, we will not be able to modify all contracts to fully resolve performance delays at this time. When the situation stabilizes we expect to handle these matters under standard practices and applicable FAR contract clauses including, but not limited to 52.249-14 Excusable Delays, 52.243-2 Changes-Cost Reimbursement, 52-243-1 Changes-Fixed Price, 52.242-7 Government Delay of Work, 52.212-4 Commercial Items, etc.

Under no circumstances should a contractor continue performance beyond available contract funding unless directly authorized in writing by a contracting officer. Please continue to send limitation of funds notices, in accordance with FAR 52.232-22 Limitation of Funds, although it is expected that existing contract funds will last longer due to lower burn rates. Please maintain good records of the impact of COVID-19 closures/quarantines/mandatory work restrictions on contract performance and schedules as these will eventually be needed to resolve the matter.
